The story unfolds through two parallel arcs. In one, teenage drug runner Cedric Beauville is caught by the Royal Canadian Mounted Police at the U.S.–Canada border while smuggling a large quantity of illicit fentanyl pills. In the other, Dr. Tyrone Brower (Gary Oldman), a research scientist at Everett University, is hired by Northlight Pharmaceuticals to test their new painkiller, Klaralon, marketed as non‑addictive. His research reveals that Klaralon’s addictiveness triples after the first week, posing a serious public health risk. Despite warnings, Northlight pushes ahead, pressuring Brower to accept a $780,000 research grant. When he refuses, the company undermines his career, leading him to become a whistleblower and alert the FDA.
