The film follows the Teenage Mutant Ninja Turtles as they leave the sewers to seek acceptance in the human world while confronting a criminal mutant gang led by Superfly.
The story begins with rogue scientist Baxter Stockman, who creates a mutagenic ooze intending to form his own mutant animal family, starting with a housefly. His lab is raided by Cynthia Utrom of the Techno Cosmic Research Institute (TCRI), resulting in an explosion that kills Stockman and spills the mutagen into New York City’s sewers. The mutagen transforms four turtles—Leonardo, Michelangelo, Donatello, and Raphael—and a rat named Splinter into humanoid mutants. Splinter adopts the turtles and trains them in ninjutsu, insisting they remain hidden from humans after a frightening encounter in Times Square. Fifteen years later, the turtles are teenagers longing to experience the human world. During a supply run, they help aspiring journalist April O’Neil recover her stolen scooter, revealing themselves and their origins. April has been investigating a series of robberies of TCRI technology by a criminal known as Superfly, a mutant housefly who leads a gang of other mutated animals. Excited to find others like themselves, the turtles initially bond with Superfly and his gang, but soon discover his plan to mutate every animal on Earth to dominate humanity.
