Frank Drebin, now retired from Police Squad, is living a domestic life with his wife Jane Spencer Drebin, but he feels unfulfilled and misses the excitement of police work. Six months into retirement, Frank is approached by his old colleagues, Captain Ed Hocken and Officer Nordberg, who need his help investigating a terrorist plot orchestrated by the incarcerated bomber Rocco Dillon.
