Billy Jack Goes to Washington (1977) is the fourth film in the Billy Jack series, directed by Tom Laughlin under the pseudonym “T.C. Frank” and loosely based on Frank Capra’s Mr. Smith Goes to Washington. After a U.S. Senator dies while investigating the nuclear power industry, the remaining Senator and the state Governor need a politically inexperienced but pliable candidate to protect their corrupt deals. They choose Billy Jack (Tom Laughlin), who is currently in prison following the events of the previous film, assuming he will be easy to control and will attract young voters. Billy is pardoned, appointed to fill the Senator’s term, and expected to vote along party lines. However, he soon becomes involved when he proposes a bill to fund a national youth camp on land where a nuclear power plant is also planned. His fellow Senator, Joseph Paine (E.G. Marshall), claims to oppose nuclear power but is secretly taking bribes to influence votes. Paine tries to sideline Billy, even suggesting he meet with a grassroots group that day.
