Tim Robbins portrays William Geld, an insurance fraud investigator from the NUSA who is sent to Shanghai to investigate a forgery ring for "papelles," the futuristic passports that record people's identities and genetics. William falls in love with Maria Gonzalez, the woman in charge of the forgeries, and they have a passionate affair. However, their relationship is doomed by genetic incompatibility, as they violate U.N. Code 46, which mandates that couples cannot reproduce unless their DNA matches. William must choose between his professional duty and his love for Maria, as the consequences of their violation are severe.
